[Scribus] Inserting special characters

Hi,
I have this problem, too.
When trying to insert the content of a txt file into a text box special
characters are replaced, e.g. " becomes 1 :(
Is this a problem of the scribus charset or of the local system charset?
Would be very nice to know.. :)
