[Scribus] Framemaker Equivalent

I am looking for an open source document package that will allow for the
creation of separate documents (modules, if you will) that can be
combined into a common template with page numbering.

I.e. If I wanted to create a Standard Operating Procedures manual and
then make training books based off of the individual pieces of the
manual.

Does Scribus support this?
