[Scribus] line border for picture frames

hi,

using scribus 1.0 cvs build id 9.july 2003 F-C-C-T on mdk 9.1, qt 3.1.2.
seems picture frames now can have a line border. it shows up in the
measurements tools but does not in the modify picture frame dialog or
the edit>preferences>tools dialog. and setting the border line width in
the measurements dialog does not seem to have any effect.

it would be nice to have this working as also line border for text
boxes.
