[Scribus] Update french doc

Hello everybody,

I've finished the new version (0.9.9 ;-)) of the french documentation for Scribus 1.0 ...

The url on my site :

Who is the person I have to send the version for the integration 
in Scribus ? Frantz, Paul ... ?

I've make it with Lyx and latex2html, and if someone show me how to make 
the archive ready to compile for Scribus, I can make it and that should be 
less work for developers ...
