[Scribus] bug in program or end user?

I am having a problem with scribus 1.0 and templates.  When I create a 
template and then apply it to a page, I cannot select any of the text boxes 
I set up in the template, and thus cannot manipulate them in any way, such 
as adding text to them.  Is this a bug, or am I confused?
