I don't think Mdk 9.1 has the tools package.

Mdk 9.1 comes with qt-3.1.1 It could have been built "sub-tools"

It is best if you upgrade to 3.1.2 (or even 3.2.0) and do a full build from source. That should give you the msg2qm you need.
