[Scribus] Borders and Shading on Text Frames

Is there a way to print the various parts (top, bottom or sides
independently) of the text frame  -- preferably with varying width lines?  Or
do I have to make rectangles manually to get that to work?

Is there a list of which features have already been requested and which are
being considered and which are not going to be?  I hate to be repeating things
that were already asked.
