You definitely need libqt3-devel. Then, if the message still
appears, try
./configure your_options --with-qt-dir=DIR
and replace DIR with path to top directory for Qt3.
In my case this will be:
$ ./configure --prefix=/usr --with-qt-dir=/usr/lib/qt3
