You MUST start scribus with UTF locale for this.

I can import UTF-8 text when I start scribus as
$ LANG=ru_RU.UTF-8 scribus
And you go around this bug...

But generally I work with koi8-r locale
$ LANG=ru_RU.koi8-r scribus
And import of the koi8-r text  do not work propertly, utf-8 too

imported koi8-text: ????????????...
true utf-8-text: ??????????????????? ??...
string from scribus file: ????????????????????????...
