Do you mean something like that:

It shows a KDE-Desktop (and Scribus in the background), running with Cygwin under Win XP.

So, as far as I know it is not possible to run Scribus nativ under Windows. But with the Cygwin-Environment as a Work-around you can use Scribus also under Windows :-)
