Check out libhnj and ALTLinuxhyph (modification of libhnj) for C libs
implementing TeX's algorithm.

One cannot agree more.  Scribus *needs* to implement this or something
at least as good.  (The next level as it were may be to look at the
whole text run rather than just a paragraph at a time and then setting
the paragraphs at a higher level.)
