Using 1.2 it is Settings->preferences->External Tools
Insert name of Image processing tool, whatever it maybe.
In use, insert picture into document, the you can select 'Edit picture'
That activates the program set in the preferences.
I am not certain that the lack of CMYK in the Gimp is the end of the world as Scribus itself has those capabilities as stated in Franz's article.

I just installed CinePaint to see what all the fuss was about. My 3 second evaluation of that program suggests that it is a poor cousin to the Gimp.
Courses for horses and horses for courses. Please note that after 3 seconds, I am not an expert on cinepaint and do not think this list should be become a forum for the pros and cons of that program. The Gimp lists get enough of that already.
