Not yet. It's a frequently requested feature, and there's definite
interest in it, but no support for it yet.
Possible future ideas include command-line PDF export with some sort of
"settings file", and the execution of scripts from the command line.
I was able to do some basic command line scripting of Scribus using
DCOP, but it would've required a fair bit of work to make it properly
useful and it sounds like DCOP is being phased out in KDE 4 anyway... so
I'm going to wait and see what happens.

I'd recommend that you check out out ReportLab, pdftex, and other
dedicated reporting / PDF generation tools instead.

Replying on-list, as I don't really see the point of a mailing list if
others can't see the answers.
It might be a good idea to check the mailing list archives and the
bug/feature request database (http://bugs.scribus.net/) when you're
wondering about a feature / how to do something in future. There are
quite a few things that turn up pretty regularly.
