[Scribus] missing tools windows

When I run Scribus (1.2.1, Mandrake 10.1) as a normal user I am unable to open 
the following Tools windows

Tools | Properties
Tools | Outline
Tools | Layers
Tools | Bookmarks

but I can open the following
Tools | Scrapbook
Tools | Page Palette

However when I run as root I can open all the Tools windows.
I have compiled and installed the latest development version with the same 
results.

Any pointers to what I may be doing wrong will be most helpful.
