[Scribus] Scribus Team Releases 1.3.0 - Table of Contents

I just downloaded and installed Scribus 1.3.0 on a Debian system, and it
seems to work fine.
Only problem I met: I cannot create a Table of Contents. Does this
feature still not exist for 1.3.0?
