[Scribus] Scribus 1.3 - image effects and scripter api

 Hello!

 I was looking for one of new features of Scribus 1.3 - image effects,  
but I couldn't find it in any menu or keybinding. How could I access 
this function?
 My second question is, if there will be similar feature for other kind 
of objects (Something like Layer Style in Adobe Photoshop, but for 
objects. I know, that Scribus is not image editor, but some basic 
effects would be very helpful)?
 And now for something completely different: I was wonder how to 
recognise with scripter, what kind of object is selected. With current 
api it would be much try.. except blocks. Do you plan to add some 
functions (like is_textframe or objecttype), that would give 
information about it's kind?
