Hi Calum,

PDF/X-3 requires Color Management.

This can be turned on in the Settings>Color Management menu.
Then, in the PDF dialog, you need to select PDF/X-3 in the 
compatibility options.
Then the PDF/X-3 tab will show up, not greyed.
