Why are you using the EPS-format and not SVG? Inkscape produces SVG (as far as 
I remember SVG is the native Inkscape file format), and Scribus imports SVG. 
I am rather using Skencil than Inkscape for vector drawings, but the SVG path 
to Scribus always worked very well, and SVG gets imported faster than EPS.
