[Scribus] Announce Scribus 1.3.x developer's documentation

hi all

When we are in the era of the announcing... ;)

New and regulary[*] updated API documentation of the 1.3.x serie is available 
online at:
http://scribus.sourceforge.net/devel-docs/

Regular CVS user mentioned it propably before - we have new API documentation 
"tool". You can create your own docs in "devel-doc" directory simple running 
"make".

Opened bugtracker record is waiting for your RFE's and comments:
