[Scribus] scribus 1.3.0.1 spin-box

Hi,

in the properties-window of scribus are some spin boxes. I found out that 
sometimes by clicking on the buttons scribus adds 1 and sometimes 0,1. Is 
this a bug, or is there a way to influence this choice?

And: whenever I change the focus on another element on the page the 
property-window goes on the "x,y,z" page. I would like the property-window to 
stay on the page I selected. Is there a way to do so?
