[Scribus] Image cropped to Margin Guides?

Hi,

I am not sure whether this is a bug or whether I did use 
scribus correctly:


With scribus 1.2.2.99 I created a new Document of 
custom size 100x80 mm. Let the margin guides in the 
New Document dialog unchanged (9/9/40/9pt).

Then I put a jpeg image on the background layer to cover the 
full page, intended as a background.

But whenever I export or print, the background image is 
cropped to the margin guides.

Is it intended that the margin guides also crop a background layer
image ?
