[Scribus] Ruler and Object Moving

I am using version 1.3.3 cvs on Windows XP. I noticed that when I change 
the ruler guide to inches that the increments look something as follows:

-3	-2	-1	0	0	1/2	1 	11/2	etc.

Any reason why there are two 0?

Also, I noticed that when I use my arrow keys to move objects, they they 
jump a lot further when the ruler guide is in inches versus points. Is 
there a way to have the objects move in smaller increments when the ruler 
guide is in inches?
