[Scribus] Ink management proposals

Hi,

I'm requesting your minds for a few minutes. I have created this "feature 
paper" on some ideas on ink and colors management that have been going around 
in my head since some time.

What I'd like you to do is read the whole thing and provide ideas and/or raise 
issues you can see.

As we all think this stuff in and out and in every way possible, I will update 
the docs to continue further discussion.
