[Scribus] Text import using tags - any progress?

Scribus will do it for you. You'll need to let Scribus know that you want also 
filter the imported text and then you'll need to make your filter in somewhat 
similar way it's now done with plain text filters. Like I wrote in the plan 
the text importer api will make possible two types of plugins file format 
importers and filter type plugins working on the imported text and it's style 
definitions. The work I'm gonna do (at first) includes the api, rtf and odt 
importers and text and style filter for S&R, style remapping and formatting 
based on tags.
