Well in my experience supporting Scribus for almost 4 years, Suse is 
one of the most trouble free distros for folks who want to use 
Scribus and other complimentary applications like Inkscape, latest 
GIMP or Cinepaint. We get great cooperation from their developers and 
they have added a lot of packages specifically to support Scribus. 

The way they package KDE/Qt is very nicely done IMO. Very few crashes 
or drama. One example is there was a nasty drag and drop crash with 
Qt a while back which affected Scribus. Suse had a fix for it before 
all other distros did. It some distros months to integrate the fix.

I like that they make available latest KDE/Gnome and even updates to 
major apps, even after release. So, it is possible to run for example 
latest GIMP 2.2.10 stable and GIMP 2.3.7 beta side by side. No fuss.

I use apt4rpm mostly command line for actual installation and Kynaptic 
for a graphical view of available apps and update status. 

Note, Suse also has yum now, which was a dog on earlier RH versions, 
works much faster now and there is also RedCarpet which can be used 
for updates too.

There are others who might chime in about other distros, but 
*specifically* speaking of Scribus, Suse is one of the best to run 
Scribus on.
