[Scribus] cannot select text in PDF created from Scribus

This sounds like you haven't found Story Editor -- should be able to do 
all the editing you need without external files/programs. Especially if 
you use Styles, it is quite flexible and much easier than working with 
text on the finished page.

The whole idea with Scribus is to do all your editing of text, images, 
and so forth in Scribus. Making a PDF is for your final, print-ready output.
