No, that's a known limitation. In the latter case Scribus uses
Ghostscript to convert the EPS to a bitmap. This process
nearly always succeeds. 
In the first case, Scribus uses Ghostscript in a modified
setting to find out about the PostScript primitives the EPS uses.
This process sometimes fails and there are also some PostScript
primitives which Scribus does not understand yet (including
bitmap fonts, type3 fonts, patterns and gradients).
