[Scribus] Line below/above paragraph, Seperator line between columns

Hi,
two questions:

1. It is possible to assign a line below or above a paragraph, e.g. to 
get a horizontal seperator line?
The line should be "anchored" to the paragraph, i.e. it should move 
up/down together with the paragraph.

2. I need a seperator line between columns when having two or more 
colums in a text frame.
