1) There's a workaround with inline objects:
create a horizontal line somewhere on the canvas,
select and copy it to clipboard
enter text edit mode and navigate to the position after the paragraph
paste from the clipboard.
Inline objects have some severe limitations but might work for you (they get
lost
when copy/pasting a textframe, they can't be edited while inlined).
2) It's considered bad typesetting style to use vertical rules. Try to
enlarge
the gap between the columns and look if you like it. If you really want
vertical rules you have to use Louis's workaround for now.
