IIRC the gettext code supports CSV import, but I'm really not sure what
it does with it or what your formatting options are. Try that first. If
it doesnt' work to your needs, you could potentially extend it (requires
handiness with C++), use a Python script to post-process the imported
data, or write a Python script to do the import instead. In your
position I'd probably script the job using Python and a suitable Python
module for data access / database interface support, but I'm pretty
handy with Python so it's not so much fuss.
