Have you tried a :
./configure --with-extra-includes=/usr/local/include
(and may be followed by a --with-extra-libs=/usr/local/lib )
Scribus 1.2.4 is available in Freebsd's ports. The makefile contains :
CONFIGURE_ARGS= --x-libraries=${X11BASE}/lib --x-includes=${X11BASE}/include
may be you can also try with these arguments.
