Louis, Andreas,

I have added an article to the Wiki yesterday, and I added some of Louis' 
suggestions today: http://wiki.scribus.net/index.php/How_to_file_a_bug_report
If you think something should be clearer, please correct or extend it. I 
suggest to add a link to all articles in the docs that link to the bug 
tracker. Something like "Before filing a bug, please read the Wiki article".
