I don't know about the quality and I don't even know if it works, however
Multivalents Impose tool has an option to use the PDF cropbox instead of the
mediabox.

So I guess if you do a 1-up imposition and set it to use the cropbox it will do
what you want. (For the opposite situation there is a margin option adding
space around the page.)

But I don't know how to set the PDF cropbox...
