I guess 256 MB RAM are minimum. Scribus uses quite a bit of memory, and
it increases fast if you import images, EPS, SVG or if you use large fonts.

Processor-wise we know for sure that pre-Athlon AMD procesors won't do
and Intel processors from the same time or later should work fine.

The requirements won't increase in the near future -- we are still finding
new
ways to make Scribus faster or use less memory. For example, with some 
operations current Scribus 1.3.3 is faster than the old 1.2.4 version.
