[Scribus] Table rows and columns

You can't. They don't exist (yet). Currently, Scribus tables are just 
connected text frames. But selecting  and changing a _single_ frame in the 
table will adjust column widht and heigth.

The description is still valid for 1.3x since the table feature hasn't 
undergone any changes yet.
