Technically kerning and tracking are very much alike; and Scribus has only
one function for both.
Kerning is adjusting the distance between two chars in order to give the
text a more even look. Usually the kerning tables in good fonts are so good
that you wont have to bother about it, unless for headlines and some special
cases.
Tracking is adjusting the distance in a run of chars in order to make the
line longer or shorter. Additionally there's also wordtracking which changes
the size of space characters in order to control the linelengths.

I'll probably fix the properties palette so you don't have to select a char
any more for manual pair kerning. 
Instead of chartracking you could also change the horizontal scale between
95% and 105%. IMO that's typographically superior.

Scribus 1.3.4 or 1.3.5 will do this horizontal scaling automatically for
justification and will also support word tracking.
