[Scribus] Numbering pages

Still totally confused. Numbering now runs 1, 2, 3, for 1st, 2nd, 3rd 
pages in document. Let's say I want the numbering (i e, what is 
filled in on the master pages for "##") to be 11, 12, 13 for 1st, 
2nd, 3rd pages in document.

If I go to the Document Setup/Sections dialog, there is one entry: 
Name=0; Shown is checked; From=1; To=44; Style=1,2,3; Start=1. If I 
change Start from 1 to 11 and click OK, nothing changes. Also, if I 
first click Save, nothing changes. If I reopen the Sections dialog, 
Start=1, although I thought I had changed it to 11.
