A portable Version 1.3.3.7 for Windows is available.  Go to <http://www.portablefreeware.com> and search for "scribus" to find the link.

I use it all the time.  It can be a bit slow to load when you move to a different computer since each computer has different fonts so Scribus has to rebuild its font list.
