That's not true in 1.3.4+. You can select a range of characters and set
a named character style with the properties palette. 
Version before 1.3.4 didn't have character styles at all, only paragraph 
styles and direct formatting for character attributes. 
The explanation in my previous post was for Scribus 1.3.4+.
