[Scribus] Downloading source and compiling

Attempting to follow instructions on
http://docs.scribus.net/index.php?lang=en&page=install1 on "How to
obtain the Scribus source" for 1.3.3.7.
Here is what I get (Fedora Core 6):
[root at localhost ~]# export CVSROOT=:pserver:anoncvs:@scribus.info:/cvs
[root at localhost ~]# cvs login
Loggin in to :pserver:anoncvs at scribus.info:2401/cvs
cvs -z3 co -r Version1337 Scribus
Then there is a long pause, followed by
cvs [login aborted]: connect to [scribus.info]:2401 failed:
Connection timed out
I also downloaded the files
scribus-1.3.3.7-suse.3.1.src.rpm
scribus-1.3.3.7.tar.bz2
Questions:
1) Why isn't the cvs download working as documented?
2) What is the relation between the source files I would get if cvs
worked, and the two files listed above?
3) Can the Suse rpm file be used on a Fedora system?
4) How would I do the build process using either the Suse rpm or the
tar archive?
