I created some functions to do this ages ago, but was unable to get them 
to work reliably with the approach I was using.

Scribus uses a mode-oriented approach to template editing and creation, 
but the application's mode setting is tied in with a GUI dialog and some 
other things. I found this nearly impossible to unravel.

It might be possible to make it work well with a bit of work on the core 
code (especially the master pages palette).
