WRT these issues I ahve the impression that TeX advocates among others
have already traveled some distance down this road. The original
post stated that the Indian loacilty had specified Linux, presumably
to save on licensing fees. But Linux does not automatically mean
Scribus. There is TeX, Inkscape, Krita, OO and so on.
