My guess is that it is not public doman. That is to say that the logo is most 
certainly copyrighted. That's what I wanted to say.

I checked Wikipedia.

There is no information on the license under which the logo is published. 

On the Scribus Wiki page, the content (of the Wiki project) is said to be 
available under Creative Commons Attribution-ShareAlike license, but no 
specific info about the logo's own license.
