[Scribus] Updates to Debian/Ubuntu package repositories and http://debian.scribus.net docs

Hello users of our Debian/Ubuntu Scribus packages.

Please note that the documentation on http://debian.scribus.net has been
changed to provide a step-by-step procedure with screenshots for less
experienced users.

The layout of the Ubuntu repositories changed slightly to allow me to provide
unaltered documentation packages for all distributions that I support.
Shortly, use "non-free" instead of "restricted" for the ubuntu source lines.
See http://debian.scribus.net for complete details.

Install "scribus-doc" or "scribus-ng-doc" package to get documentation for the
version of Scribus you are running.

Just a reminder - remember to install "icc-profiles" package if you need to
enable color management.
