I would suggest this as a workaround since there is close to no isssue at
enlarging a 300 dpi image up to 115%. The quality loss will be hardly
noticeable.

- Use an image editor to clone the edges of the image such that the edge
> pixels are expanded out into the bleed region.


The issue here is the cloned area could still show up once the image is cut.
The risk is low but it exists. For that reason, this is really my 2nd
choice.

I guess this also answers your question number 2.
