If you ask a carptenter that might be the right way, if you as a painter
he probably prefer the frame on the outside.
Look at an image frame. If you have an image 50x50 mm you make the image
frame 50x50 mm. Then you don't want the border to intrude on the space for
the image. And
I really think there should be two different kind of strokes, call the one
on the outside "border" and the one on the inside "padding" or something
similar.
