I'm not so sure that the lines/arrows are so difficult -- in Scribus
they would most likely be just on a level above and not necessarily part
of the table. And for that matter, for what you're showing, a table may
not be necessary - what you really have are lists with certain styles
and tabs.
The worst thing you could do would be to rush into this and come up with
some cumbersome method that will turn people off when they see how to do it.
Best to divide this up into the different kinds of elements (since
that's what Scribus does, really, is layout a collection of elements,
typically frames of one sort or another), then search for ways to make
it easier and more automated.

Make sure along the way you learn about copying items and pages,
duplicating, saving into the Scrapbook, since these can save a lot of
time by reusing various components and elements.
