Scribus sometimes looses detail when downscaling a bitmap image, that's what
you experience with the  TIFF.  Have you tried using an imageframe with the
EPS and choosing "high resolution preview"? Scribus then uses ghostscript to
produce a bitmap of the required dimensions. I tried with your Exercise
7.eps and it looks fine to me.
