One point of confusion might be the fact that 1.3.4 is packaged and  
available for download for all platforms, whereas 1.3.5 is not. Users  
who want to try new features in the development version, but do _not_  
want to build from source, probably end up downloading a packaged  
version of 1.3.4, and end up using a "dead-end" version of the software.

I am producing a newsletter in 1.3.3.9 on OS X, and recently built  
1.3.5 Aqua to experiment with moving the project from 1.3.3.9 to  
1.3.5, because I'd really like to use character styles. At the same  
time, I'm planning to train someone else to produce the newsletter,  
but she's on Windows. She's not likely to be able to build the 1.3.5  
software on her machine, although I'm sure she can use it effectively  
once it's installed. So, without a Windows installer, I probably won't  
be able to use 1.3.5.

I think that offering periodic packaged versions of the recommended  
development version would help to clear up this confusion. I, for  
instance, would be interested in a Windows installer for 1.3.5.  
Presumably, it's a lot of work to create the package, though. I have  
never done it before, but I'd like to help if someone has instructions  
for getting started. For OS X, the fink 1.3.3.9 worked great for me  
under Tiger, but doesn't work in Leopard (last I checked). I'd be  
interested in helping with fink/macports versions as well.
