It can, but only if you're willing to do a fair bit of coding. Among 
other things, there's no PDF renderer (that's not really what the 
library is for) and the annotation support is somewhat low level. You 
wouldn't  quite be building your own pdf annotation tool from scratch, 
but it wouldn't be that far off either.

A simpler tool to insert annotations on pages by (x,y) position and page 
number wouldn't be too difficult.
